Phenoxyethanol: the preservative that replaced parabens
Phenoxyethanol is in 22 percent of the products we checked, five times more than any paraben. What it is, why the EU caps it at 1 percent, and how to read it.

When parabens fell out of favour a decade ago, something had to keep creams from growing mould. In most of the products we check, that something is phenoxyethanol. It appears in 3,066 of our 14,065 products, which is 22 percent, and it is the ninth most common ingredient in the whole database. This post explains what it does, what the EU rule on it says, and how it compares with the alternatives.
Why preservatives are there at all
Any product that contains water can grow bacteria, yeast and mould once it is opened, and a cream lives in a warm bathroom for months while fingers go in and out of it. A preservative is what stops that. The products that get away without one are anhydrous (balms, oils, powders), single-use, or sold in airless pumps with a short shelf life. So "preservative free" on a water-based cream in a jar is a claim to read twice.
What phenoxyethanol is
Phenoxyethanol is a glycol ether: a small, clear liquid with a faint rose-like smell, made synthetically from phenol. In cosmetics it does one job, preservation. It stops bacteria, yeast and mould from growing in a water-based product between the day it is filled and the day you finish it.
It works across a wide pH range and does not depend on the product being acidic, which is one reason formulators reach for it. Its weakness is mould and some yeasts, so it is almost always paired with a second ingredient.
The pairing you will see everywhere
In our data, 882 products list phenoxyethanol together with ethylhexylglycerin. Ethylhexylglycerin is not a preservative on its own; it is a skin-conditioning agent that makes phenoxyethanol work better, so the two are sold as a blend. When you see them side by side, you are looking at a standard paraben-free preservative system. The other common partner is caprylyl glycol, which does a similar job and appears in 1,480 of our products.
The EU rule: 1 percent
Phenoxyethanol is listed in Annex V of the EU Cosmetics Regulation, entry 29, with a maximum concentration of 1.0 percent in the finished product. That entry is the source of the "1 percent" you may have seen quoted. The EU's Scientific Committee on Consumer Safety reviewed the ingredient in 2016 and kept the 1 percent limit for all age groups.
France's medicines agency (ANSM) took a stricter view for one product type: in 2012, and again in 2019, it advised against phenoxyethanol in leave-on products intended for the nappy area of children under three. That advice is national and product-specific; it did not change the EU-wide limit.
For comparison, the paraben rules are tighter than most people think:
- Methylparaben and ethylparaben: up to 0.4 percent each, 0.8 percent combined.
- Propylparaben and butylparaben: up to 0.14 percent combined, and not allowed in leave-on products for the nappy area of children under three.
- Isopropylparaben, isobutylparaben, phenylparaben, benzylparaben and pentylparaben: banned outright (Annex II).
How much is in a product
The legal maximum is 1 percent, and typical use levels sit between 0.5 and 1 percent. That is why phenoxyethanol almost always appears in the last third of an ingredient list, after the thickeners and before the fragrance allergens. If you see it above the emollients, look again: the list may not be in descending order, or the product may be a very light gel with little else in it.
What the shelf actually uses
Counting every product in our data, the preservatives rank like this:
- Sodium benzoate: 4,281 products
- Phenoxyethanol: 3,066
- Benzyl alcohol: 2,390
- Potassium sorbate: 2,173
- Ethylhexylglycerin (as a booster): 1,284
- Methylisothiazolinone: 652
- Methylchloroisothiazolinone: 537
- Methylparaben: 515

Sodium benzoate leads because it dominates rinse-off products, where an acidic pH lets it work. Phenoxyethanol leads in leave-on creams and serums. Only 702 products in our data (5 percent) contain any paraben at all, and 376 of those pair a paraben with phenoxyethanol.

The one that really got restricted
If you want an example of a preservative the EU actually clamped down on, it is not phenoxyethanol. It is methylisothiazolinone, or MI. After a wave of contact allergy in the 2010s, the EU banned MI from leave-on products in 2017 and limited it to 0.0015 percent in rinse-off products in 2018. Our data still shows it in 652 products, almost all of them shampoos, shower gels and wipes from the rinse-off world, where it remains allowed at that tiny level.
How to read a label
- "Paraben free" on the front almost always means phenoxyethanol on the back. Check.
- Phenoxyethanol usually sits in the last third of the list, which fits a use level under 1 percent.
- If you see it alongside ethylhexylglycerin, that is the blend, not two separate concerns.
- "Preservative free" is a different claim, and usually means a very low water content or an airless pump, not the absence of anything that preserves.
FAQ
Is phenoxyethanol a paraben?
No. Parabens are esters of para-hydroxybenzoic acid. Phenoxyethanol is a glycol ether. They share a job, not a structure. Our paraben free check does not flag phenoxyethanol.
Is phenoxyethanol natural?
No. It is produced synthetically. Trace amounts occur in green tea, which is where the "naturally occurring" line in some marketing comes from, but the cosmetic ingredient is made in a plant.
Why do "clean" brands use it?
Because it is effective, well studied and allowed at 1 percent everywhere. Most "clean" standards exclude parabens and formaldehyde releasers but allow phenoxyethanol.
Is phenoxyethanol vegan?
Yes. It is fully synthetic.
