What it does

PEG-7 glyceryl cocoate is coconut oil glycerides joined to a short chain of ethylene oxide. It puts some oil back into foaming cleansers so they feel less stripping and it dissolves fragrance and oils in water. CosIng lists it as emulsifying and cleansing surfactant.

The fatty part is from coconut, but the glycerin can in principle come from plant or animal fat, so on its own it leaves the vegan answer at not sure.
