What it does

Eugenol is the main scent molecule of clove oil and is also present in cinnamon leaf, bay and basil oils. It reaches a product through those oils or through a perfume blend. CosIng lists it as perfuming, tonic and denaturant.

EU rules make brands print it on the label once it passes a set concentration, so seeing it means the product is scented and the fragrance-free answer is no.
