CI 19140 is the colour index name for tartrazine, also called Yellow 5 or FD&C Yellow No. 5. Brands add it to tint shower gels, shampoos, toothpaste and makeup; a few drops colour a whole batch. CosIng lists it as a colorant and hair dye ingredient.
