What it does

Butylene glycol is a clear liquid that mixes with both water and many oils. Most plant extracts on a label arrive dissolved in it, and it also draws water to the skin surface like glycerin. CosIng lists it as humectant, solvent and viscosity controlling.

It is not a drying alcohol, so the alcohol-free check ignores it. It affects none of the six checks.
